Call for Proposals: Emergency Resources Mapping Project in St.Kitts & Nevis
ABOUT HOT
The Open Mapping Hub - Latin America and the Caribbean, is a regional collaboration of the Humanitarian OpenStreetMap Team (HOT). HOT is an NGO that sits at the nexus of participatory mapping, community-led development, humanitarian response, open data and tech. With a talented and diverse team spread around the globe, HOT is an NGO that supports a dynamic global community of thousands of dedicated volunteers using maps and open data for humanitarian response and the Sustainable Development Goals. Working with humanitarian and development partners like the Red Cross, Médecins Sans Frontières, UN agencies, governments and others, the HOT community maps in solidarity with those affected by or at risk of disaster, contributing the maps and data aid workers need to do their lifesaving work.
ABOUT THE PROJECT
We are seeking experienced and innovative entities to conduct a mapping exercise in Saint Kitts and Nevis focusing on methodology design, execution, stakeholder engagement, and the utilization of open data.
The Emergency Resources Mapping project will be conducted in partnership with the Caribbean Disaster Emergency Management Agency (CDEMA). CDEMA is the coordination agency for disaster management in the Caribbean region and has a membership of 20 states. In 2023, HOT signed an MOU with CDEMA that promotes a mutually beneficial relationship between the two organizations.
As part of HOT’s effort to cement itself in the Caribbean, it has been recognized that regional and local partnerships that encourage education on HOT’s contribution to DRR/DRM are critical. This project aims to leverage the partnership of CDEMA and other organizations to train relevant stakeholders on DRR and the use of open data and open mapping for anticipatory action and emergency response. To this end, this project will first be piloted in St. Kitts and Nevis in conjunction with the National Emergency Management Agency (NEMA) and Nevis Disaster Management Department (NDMD).
The primary goal is to develop a comprehensive map/database of the emergency resources in St. Kitts and Nevis while engaging a cadre of volunteers. This will be presented to the relevant stakeholders to increase their awareness of the resources available in-country while also highlighting gaps and needs.
OBJECTIVES AND OUTCOMES
To increase the country’s resilience against different types of hazards through open data and open mapping solutions.

To develop a comprehensive map/database of selected emergency resources within St. Kitts and Nevis.

To increase the availability of updated and accurate open-source data to St. Kitts and Nevis’s decision makers and public to facilitate informed decision-making in emergencies.

To increase the Emergency Management Organizations’ and other stakeholders capacity to use open source data in emergencies.

To increase the public awareness of available emergency resources.

To create/strengthen the open mapping and open data culture in St. Kitts and Nevis.

To build partnerships between HOT and humanitarian/emergency response actors in St. Kitts and Nevis.
The selected consultant or organization will be expected to:

Propose a project methodology

Reporting
HOT team will make available all the documents and contacts necessary to run the project. The project should be implemented in a 4 months’ time frame.
APPLICANT’S REQUIREMENTS
Required Skills and Qualifications
-
An advanced degree in disaster risk management, climate change adaptation or a related field or equivalent.

1 to 2 years working experience in a relevant field, OR 5 years work experience in a relevant field in lieu of a Master’s degree.

Experience conducting disaster response-related training and workshops.
-
Demonstrated experience working in St. Kitts and/or Nevis in a relevant or related field or industry, is preferred.

Experience collecting and analyzing geospatial data and statistics.
-
Demonstrated ability to have favorable working relationships with national stakeholders.
-
Skills in OpenStreetMap is an advantage.

Ability to read, write, and speak (professional) English, showing proof of work on related projects in the last two years.

Exhibit skills of self-motivated and strive for continuous improvement.

Ability to submit technical and narrative reports promptly.

Ability to work and reside in St. Kitts and Nevis during the assignment (work permit and visa are not provided for the consultant).

SCOPE OF THE WORK

Onboard and reviewed project documents, received first Task Order

Engage with NEMA and NDMD

Engage and update critical stakeholders on project activities including volunteers

Conduct rapid capacity building needs assessment of volunteers

Data Modeling

Recruit contact details of nominated volunteers for training

Support organizing logistics for training in the Country/virtually

Lead a series of mapathons to complete projects in Tasking Manager

Support expedited validation process

Plan and implement field mapping activities

Data Analysis

Share maps and final data with relevant stakeholders - review based on feedback where needed

Co-organize project final workshop/knowledge sharing session

Support communications activities (interviews, blogpost)

Support M & E efforts by collecting relevant data including but not limited to participant information, impact, etc.
