Bio
Arnelle is the Disaster Services and Climate Resilience Specialist for HOT in the Latin America and Caribbean Hub.
She holds a Masters’s in Crisis and Disaster Management and a Bachelor’s Degree in Geography (Major) and Environmental and Natural Resources Management (Major). She has had a passion for assisting others and specifically Disaster Risk Reduction and Management from the age of 12. Arnelle has worked on many projects using her skills in GIS including the National Housing and Population Census and other research projects.
She officially became a humanitarian in 2021, working as a Disaster Risk Reduction Technical Specialist. Apart from Disaster Management, she has a love for traveling, and music, and has been a flautist for over 16 years. Her goal is to continue promoting and contributing to an open-data culture.

Strengthening Disaster Preparedness in Belize Through Youth-Led Open Mapping and Open Data Collection
A cohort of 30 young volunteers in Belize was trained in open data collection and mapping tools to enhance disaster preparedness. The Emergency Resources Mapping pilot, led by HOT in partnership with CDEMA and NEMO, focused on identifying key emergency resources such as hazardous areas and communication towers. The initiative strengthens local capacity for disaster risk reduction and anticipatory action. This successful pilot sets the stage for scaling up open mapping efforts across the Caribbean.
Let’s Map the Caribbean: Training and Mapathon Series Piloted!
The HOT Caribbean Programme team led a series of mapathons with training components focused on the use of OpenStreetMap, and other field and remote mapping tools. The aim was to build capacity among the cadre of mappers in the Caribbean while also promoting mapping for anticipatory action. This is expected to positively impact the Caribbean’s capacity to use digital maps for disaster preparedness and response.
